or school. but the roads should be okay. just keep that in mind. it may look worse than what it is. the radar precipitation combined. right now, it is actually in the form of rain, but it will turn to snow. snowing noun in danville, in greensburg and raleigh. and that produced snow today in atlanta. check this out. i mean, it's kind of unusual. early march. their average high is about 60. look at the snow coming down. it'll be mostly here, late tonight and tomorrow morning. don't freak out. the good news is that the temperatures are above freezing. for the most part, for most of us, inside the beltway, we'll remain above freezing tonight and tomorrow. we'll come back, i had to do it. drawing the snowfall accumulation. we'll have that for you in just a bit. it's been a busy month for police in montgomery county that focus on human trafficking. making three arrests in separate cases, where women as young as 15 have been forced to work as prostitutes. dave statter is in the information center with more on the story. >> reporter: police say if you

look deeper than the escort service ads, you will find human trafficking. montgomery county police say that the baltimore washington carter is a prime location where women and teenage girls are recruited and coerced and forced to continue working as prostitutes. >> reporter: he ran an internet escort service. they said it was a front for prostitution. according to detectives, the women were recruited from internet social websites. extortion was used to keep them in line. >> he would take photographs of them and threaten them if he tried to leave to send the photograph to their family and reveal that they were actual prostitutes. >> reporter: he thought he was meeting a 16-year-old girl on facebook, but police wanted to use that girl as a prostitute. >> the internet has basically become a modern day track for prostitution and human trafficking. it's hidden because you no longer see people walking up

and down the streets that are obviously engaged in this. >> reporter: the girls and women work out of motels in montgomery county. it was in one of them that they found a 15-year-old girl sent down from new york where rodney promised her a modeling career. sent to maryland under the guys of the photo shoot. >> so much traffic going in and out that the hotel became suspicious. and they notified the police department. when they arrived and they went into the room, they actually found the 15-year-old engaged in a sexual act with an individual. >> reporter: the detective said that besides the internet, the other big tool is a motel or hotel room. their investigations take them to see the little runed down rooms for the high priced luxury hotels in the county. >> so dave, what kind of age range are we talking about here? under 15? >> reporter: well, they range from 14 years old according to detectives to 50 years old to women and young girls who were not well educated, don't have a

high school diploma to those who do have a college degree. >> incredible. thanks for that, dave. we have breaking news right now on marion barry late this afternoon, the dc council voted unanimously to sensor the ward aid councilman. by helping award a $15,000 city contract to a woman he was having a sexual relationship with. the council voted on tuesday to adopt the findings of the report and strip barry of his chairmanship of the committee on housing and the work force development. before the council voted, barry told his colleagues that the report was "flawed and he was being singled out unfairly." saying he violated no law except the law of common sense. barry did not vote in this issue. starting tomorrow, gay and lesbian couples could start applying for marriage licenses in the district. but opponents are still challenging the bill. asking the supreme court for a delay to bring the matter to a city wide referendum.

passing the raw in december approving the -- the law in december approving the same-sex marriage. you'll hear more about the steps that the dc superior court is taking to prepare for tomorrow's historic day. a bill to allow people to carry a concealed weapon into a bar in virginia is headed to the governor's desk. the legislation will be signed into law by bob mcdonald. the gun law has been vie toed by -- vetoed by the democratic legislatures. the supreme court is considering a challenge to chicago's handgun banned. saying they should extend the decision that talks about the district gun law in 2008. the attorneys for chicago say that people are allowed to have other types of firearms. they are expected to release their decisions in june. the driver that admits to plowing into a group of street racing fans and killing eight of them learned his fate today.

audrey barnes is live in upper marlboro with the verdict. audrey, tell us more. >> reporter: darren bullock was sentenced to 40 years in prison for the incident along the rural stretch near apop the road. his family had a tough time watching him begin his sentence in handcuffs. michael wall says he's the only dad the 22-year-old, darren bullock, has ever known. now his child is going to jail for 15 years. after pleading guilty to eight counts of vehicular manslaughter in the deaths of eight people watching the illegal street race in february of 2008. >> he came to me. he said he wanted to accept his responsibility for hitting a crowd of people. that is what he did. >> reporter: he read a statement before sentencing. apologizing to the victim's relatives. his mother said she's lost someone too.

>> we're sorry for everything that has happened. is can ex -- we're sorry for the families that have lost the loved ones, but it is well that we have lost. >> reporter: and despite the guilty plea, bull lock's family -- bullock's family maintains the real guilty parties are still out there. the actual street racers. >> it would be great to see one of them stand up and come forward. >> the attorneys say that facts don't bear that out. >> i think his plea reflects he was involved in the race and that he took responsibility for the vehicular manslaughter of eight people. >> reporter: watching the sentencing with the keen interest today, the attorney who represents the other person charged in this case, tavon taylor. he will be retried on vehicular manslaughter charges in october. a mistrial was declared yesterday. >> do you think that he took too much time? >> yeah, any time that you get any time for a crime you don't commit, that's a life sentence.

>> reporter: tavon taylor's new trial is set for october 18. darren bullock is already on his way to prison. back to you. >> audrey, what about the victims relatives? how do they react to the sentence? >> you know, lesli, we have heard a lot of bickering. a lot of people wiping their eyes today. both bull bobbing's family and -- bullock's family and many of the relatives crying today. only one of them spoke. and she had just one thing to ask the defendant, i want to hear the truth. we're not sure exactly if she feels like she got it today. >> all right, audrey, thank you for that. aftershocks continue to roll through the area of south america, hit hard by the powerful earthquake in chile. tonight, aid is starting to arrive in some of the hardest hit regions. here's the latest. the death toll from saturday's 8.8 magnitude quake has climbed up to 800 people. after four days without food, water, power, lewding is finally starting to ease after hundreds

of troops have arrived to enforce the curfew. thousands of soldiers and marines have been deployed across the earthquake's zone. hundreds of tons of food, water, basic supplies, all being flown in. randall is in chile tonight where today, secretary of state, hillary clinton, told that country's president that the united states is ready to help. >> reporter: a military chopper brought much needed supplies to the coastal town. residence lost everything when the earth quake unleash -- earthquake unleashed a tsunami that swallowed their homes. this woman demands the president come and see that they need help. today, chile's president welcomed secretary state, hillary clinton, and u.s. assistance. >> we have identified a mobile field hospital unit with surgical capabilities that is ready to go. >> reporter: clinton brought 25 satellite phones to help the government coordinate recovery efforts. and the earthquake is making communication and transportation a nightmare.

with most flights to the country canceled, border flighteds like this one, jammed as people try to get home to check on loved ones. >> reporter: at this check point, they tell us since saturday, 50 buses have entered the country with 2200 people. the plane reservation canceled. vivian said she waited two days for a bus to get home to her parents. >> what are you going to do when you see your parents? >> oh, i'm just going to hug them. >> while most people were asleep, a camera inside this disco captured the panic. in chile, the second largest city, firefighters continue to look for survivors of the rubble of the collapsed apartment building. curfews and the arrival of 1500 troops, have helped bring rampant moving under control. randall, cbs news, chill lee. >> chile's president says that the country desperately needs cash donations to buy food and medicine as well as generators. a lot of charity groups

oz, ringing the closing bell on wall street today. that's where the dow finished up two points. and nasdaq rose 7 and s&p 500 climbed two points. we are learning just how much the recall of millions of vehicles have hurt the toyota brand. according to a u.s.a. today poll, 55% of people polled said that toyota reacted too slow to problems with those runaway cars. and 31% of the people said that they thought it was not safe to be in a toyota or a lexus. today, more tough questions were put to the government and the automaker themselves. >> key questions remain unanswered. >> what about the government agencies that are engaged in worrying about the safety issues? did they take these things seriously? >> reporter: for a second time in just days, transportation secretary, the deputy administrator, were posted again for answers regarding toyota's massive recall. >> and every step of the way,

the officials have pushed toyota to try to take the corrective action, so the consumers would be saved. >> reporter: the committee members were not convinced that the sticky gas pedals and the misplaced floor mats triggered toyota's sudden acceleration problem. >> i think the investigators are taking the whole period of time that would rather focus on the floor mats and the microchips because they understand the floor mats. >> i know this, we're going to get to the bottom of the electronics. that's when we commit to you. >> reporter: they question whether toyota really provided all their tests and research results to the safety agencies. >> about three weeks ago, they issued three areas to toyota for everything regarding not what they knew about the floor mats, what they knew about the sticky medal -- pedals. >> reporter: once again, reiterating their pledge to safety and told congress through an interpreter that the country will give safety regulators access to the toyota cars involved in sudden acceleration accesses. >> at this time, all the toyota

vehicles have the electronic data recorders or it is set in such a way that they prevent the electronic datas remaining. >> reporter: but the autosafety experts offered this warning. >> cutting corners on safety is no bargain for anyone. and if the consumer, the manufacturer, or the government. >> and now toyota again says that they will send the engineers to train the u.s. technicians on how to use the devices. the company's executives say that they have learned important recalls from this. and they will listen to the customer complaints and act in a timely matter. we've got another consumer alert about another auto recall tonight. general motors is recalling $1.3 million chevrolet in pontiacs to fix problems for the power hearings. they cover 2005 to 2010 chevrolet cobalts and 2007 to 2010 pontiac g5. those cars are safe to drive, but it may be harder to steer under 15 miles an hour. notices are being sent to owners. well, the news is not all

bad for gm. and from the northeast to multiple winter storms. the largest automakers saw their february sales rise 11.5%. but ford appeared to be the biggest beneficiary of the safety problems. their u.s. sales jumped 43% last month. and february was the first time since august of 1998. that ford outsold gm. president obama is offering americans a deal that they might find hard to refuse. during a visit to the tech college in savannah. they announced that people that buy the energy saving equipment for their home can get an on-the-spot rebate of $1,000 or more. mr. obama says that it will help people save money on their utility bills and create jobs. president obama will also add the republican ideas to his revised health care package that is being announced tomorrow. the house majority leader says he believes the public will support many key elements of this bill. >> most of the things in our bill, the deficiencies, the

extensions, the transparent free markets to get to your insurance. and most people on the individual items, they say yes, we're for that. they think that is good policy. >> reporter: the congressman says that the new plan is one supporting lawmakers will be able to defend to voters in the upcoming fall election. a new report cuts drinking -- suggests drinking and drug use is going back up again. the partnership for the drug-free america conducting the survey found 39% of the high school students saying they drank alcohol in the last month. that's up from 35% a year before. and 25% of the teens said that they had smoked marijuana in the past month, again, up from 19% last year. and pot and alcohol use has been on the decline in the u.s. for over a decade -- decade. >> we're getting the beginnings of whatever is coming. >> pretty intense storm. we have had a close eye on this since last wednesday, bringing some snow. looking impressive at one time. don't freak out. let's start with your best shot though. this is a beautiful shot

let me show you live doppler right now. for the most part, it is rain. although we did get an e-mail out there in the form of the snow. this is actually a little further inland than they should be. primarily rain. so tonight's commute, they are going to be wet. but for the most part, this is all going to kick the snow tonight. and certainly west out there of i-95. and it will turn to snow already snowing in the new markets for them and down always as we mentioned earlier, to greensburg and raleigh and durham. back to the computer we go. we'll talk about the forecast. just accumulated snow. we can see the accumulations. primarily west of i-95. one, two, maybe three inches out there and maybe two to three inches out towards martinsburg. so here's the deal. another koas it will. rain goes to -- rain goes to the snow tonight. pretty steady from midnight to 8 a.m. it'll be heavy snow. mainly collecting on the trees and the grassy services. we're concerned about that. we don't think that we'll get enough in terms of the accumulation to cause any power problems. we'll monitor that. also go out there to click on

take a look at those pictures. fire raced through a dallas strip mall today. an entire block of east downtown was closed off as firefighters bottled these -- battled these flames. luckily no one hurt. they are trying to figure out who started it. the driver of the suspected stolen suv is in custody, that is, after a fiery end to a police chase just outside denver. police say the driver started shooting after officers then tried to pull him over. a police cruiser eventually slammed into the suv, both vehicles caught fire. the suspect was found hiding in the crawl space of the nearby home. no police officers hurt. discovering the search of the 17-year-old, chelsea cain, vanishing a vehicle ago while jogging in a park near her home

near san diego. right now, a sex offender is being held for the disappearance of chelsea. this morning, chelsea's mom and dad appealed publicly for her safe return. a guilty vesht for a man charged with killing a popular high school football coach in iowa. it took the jury less than 24 hours to reach the decision, finding mark becker guilty in the first-degree murder of the 58-year-old coach ed thomas. thomas was shot several times in the school's weight room. becker has a history of mental illness. telling police that thomas was say tin and that -- satan and that the coach had been tore meanting -- tormenting her. students told the staff about fruity pebbles that had pot in it. the cereal came from the fifth grader's sister. police are investigating whether she was qualified to receive the marijuana through a medical marijuana dispensary. with all the social networking sites out there.

welcome back. let's reset some of the top stories making news right now. the all clear has been given on first street northeast of dc where a suspicious white powder was contained in a letter that had been delivered to the american psychological association. and the fbi had seized that envelope that says it doesn't look like it presents any danger. the deposition exhibit no. council voted unanimously -- the dc council voted unanimously, following the report that he violated conflicts of interest laws by helping to secure a contract for a girlfriend. three people are under arrest following the crackdown on human trafficking in montgomery county. police say that in one case, a woman as young as 15 was forced to work as a prostitute. today, the nation's postmaster declaring the u.s. postal service is in serious

financial troubles. now, they are asking congress to approve the end of the delivery and the increase postal rates. scott broom is live there tonight with reactions. >> what are you hearing? >> well, the postmaster general is talking about big reforms. those are the kinds of reforms that you could really need the huge changes. particularly a small neighborhood post office like this one here in the heart of montgomery county. this is the best post office in the world. >> the 87-year-old, is the kind of postal customer that there just aren't a lot of anymore. >> and to all my e-mails here inside. the new kind of customers. tracy and her iphone with e-mail. >> it kind of makes the post office feel like yesterday. >> i hope not. and maybe they love the post office. >> i like coming here. the ladies, they feel very helpful. they are being nice. >> reporter: the problem s all that e-mails means a lot less real mail. regardless on how she feels about here hometown post office. >> here's how bad it is for the

programs to hack into ticket masters and other websites. prosecutors say that the men's company, wise guy tickets, made an estimated $29 million profit where they focused on highly coveted ticket shows for dave matthews and other popular acts. many of those events held in new jersey's giant stadium in that center next door. boston police are looking for the people behind a huge bridal scam. nearly 6,000 people and businesses paid large fees to attend the nonexist tent -- existent site. telling your friends you're leaving your house or about to go on vacation. but here's the deal. that could be reposted to vacation sharing websites, letting bad guys know that you're not at home. in this safe and sound report, our lindsey mastis, shows us how easy they could find you.

this just in from new york city. considering charges against naomi campbell. she started slapping and punching her driver. a law enforcement official says that the driver stopped the car in midtown manhattan and called 911. campbell jumped out of the car and ran away. police are talking to that driver at a local precinct right now. jay leno back on the tonight show and one of the critics is breaking his silence. howard stern shared his thoughts on jay's late night return. >> and i went on conan o'brien's show, telling them that you don't really think that you're getting the tonight show. first of all, they were completely sabotaged by going on at 10 to give jay all the best guests. taking away all of conan o'brien's excitement and thunder. and they sabotaged him. jay should have dusted himself off, gone to another network. certainly had the money and the offers. and they gone onto beat

went -- winter. we'll show you that most of this is in the form of rain. and if you go up passed here, you'll find the wet snowflakes out 66, you'll find the west snowflakes. this is certainly all snow. that is approaching 95. now, let me zoom in a little bit off to the west. and some of this is showing up as rain, but it really is in fact snow. especially out towards warrington as you go down 17. even just to the west of manassas, the wet snowflakes showing up as well. back to the computers we go. we'll talk about the forecast in terms of the snowfall. and we could see an inch. look how this lines up. almost exactly to the west of i-95. an inch or two of wet snow possible with more in the mountains. maybe even two to four inches. up towards martinsburg and in parts of the valley. and another coastal, rain goes to snow tonight. pretty good steady snow, between midnight and 8 a.m. it'll be heavy snow. it will collect on the trees. we'll keep you posted if you have any problems. mainly on the grassy services.

again, primarily west of i-95. two to four inches to the north. light snow, at least around 40. then by the afternoon, just a mix, no big deal in the afternoons. temperatures around the 40, all rain, south and east of the town. and this is saving us in terms of the roadway. here comes the system. it's going to really intensify now off the carolina coast. we're going to talk about the beach erosion. winds will be 40 miles per hour and the shore tied into tomorrow. 41 tomorrow. rain and snow. 44 on thursday. then the mid-40s on friday. back in the low 50s on friday. back in the mid-50s on sunday. we're in pretty good shape on monday. then some rain. but it's still warm. temperatures in the low 50s next tuesday. is >> yes, we will. and it is. as badly as we need to see the sun from the weather around here, wait until you see how badly these folks in italy have needed to see the sun. it is the excellent and not so excellent in the world of the sports. the good, the bad, the ugly.
